You have to stop it. It is not fair for your old dog. When your new dog does this tell her no in a firm voice and push her away ignoring her until she relaxes. Pet your old dog. Interfering with that causes tension. But what you need to do is make sure the new dog follows your commands in everything. Don't permit the new dog to walk badly and show jealousy when you're there. (it should be that you and the other people in your house are on top and the boss, the dogs fall in line after the people. that way the dogs get the structure they need and will respect the people.) good luck.
